日前(qian),人力(li)資源(yuan)社(she)(she)會保障部制定(ding)出(chu)臺《關(guan)于支持企(qi)業大(da)力(li)開展技能人才(cai)評價工作(zuo)的通(tong)(tong)知》(以(yi)下簡(jian)稱《通(tong)(tong)知》)。記(ji)者就有關(guan)問題采訪了人社(she)(she)部有關(guan)負責(ze)同志。
問(wen):《通知》出臺的(de)背景和意義是(shi)什么(me)?
答:2019年9月,習近平總書記(ji)對技(ji)能人(ren)(ren)才工(gong)作作出(chu)重(zhong)要(yao)指示,強調(diao)要(yao)健全技(ji)能人(ren)(ren)才培養、使用、評(ping)價、激勵(li)制度(du)。技(ji)能人(ren)(ren)才評(ping)價是技(ji)能人(ren)(ren)才工(gong)作的(de)重(zhong)要(yao)組成部分,我國(guo)先(xian)后通過推行工(gong)人(ren)(ren)技(ji)術等(deng)級考(kao)核(he)、職業資格(ge)等(deng)制度(du)對勞(lao)動者實施職業技(ji)能考(kao)核(he)評(ping)價。
2019年12月,國務院常(chang)務會議(yi)決定(ding)(ding),分步取消水(shui)平評(ping)價(jia)類技能(neng)人(ren)(ren)員職(zhi)業(ye)(ye)資(zi)(zi)格,推行(xing)社會化(hua)職(zhi)業(ye)(ye)技能(neng)等級認定(ding)(ding)。按照黨中央、國務院“放管服”改革要求,加(jia)快政府職(zhi)能(neng)轉變,充分發揮市場在資(zi)(zi)源配置中的(de)決定(ding)(ding)性(xing)作用,激發市場主體活力,人(ren)(ren)力資(zi)(zi)源社會保障部(bu)于今(jin)年7月明(ming)確提(ti)出(chu)水(shui)平評(ping)價(jia)類技能(neng)人(ren)(ren)員職(zhi)業(ye)(ye)資(zi)(zi)格退出(chu)國家職(zhi)業(ye)(ye)資(zi)(zi)格目錄(lu)時(shi)間表,并就退出(chu)目錄(lu)后續有關工作作出(chu)安(an)排。
針對水平(ping)評(ping)(ping)(ping)價類技(ji)(ji)能人(ren)(ren)員職業(ye)(ye)(ye)(ye)資(zi)格(ge)退出國(guo)家(jia)職業(ye)(ye)(ye)(ye)資(zi)格(ge)目錄后(hou)技(ji)(ji)能人(ren)(ren)才(cai)評(ping)(ping)(ping)價載體(ti)缺失等問題,我部于2018年(nian)底啟動企(qi)業(ye)(ye)(ye)(ye)職業(ye)(ye)(ye)(ye)技(ji)(ji)能等級(ji)認(ren)定工(gong)作(zuo)(zuo)試點(dian)(dian),2019年(nian)繼續擴大試點(dian)(dian)范圍,并逐步在全國(guo)推開。試點(dian)(dian)工(gong)作(zuo)(zuo)取(qu)得明顯成效,得到了用(yong)人(ren)(ren)企(qi)業(ye)(ye)(ye)(ye)和廣大技(ji)(ji)能勞動者(zhe)的(de)普遍認(ren)同。因此,加快推動建(jian)立以(yi)市場(chang)為導向、以(yi)企(qi)業(ye)(ye)(ye)(ye)等用(yong)人(ren)(ren)單位(wei)為主體(ti)、以(yi)職業(ye)(ye)(ye)(ye)技(ji)(ji)能等級(ji)認(ren)定為主要方(fang)式的(de)技(ji)(ji)能人(ren)(ren)才(cai)評(ping)(ping)(ping)價制(zhi)度,解(jie)決職業(ye)(ye)(ye)(ye)資(zi)格(ge)制(zhi)度改(gai)革后(hou)技(ji)(ji)能人(ren)(ren)才(cai)評(ping)(ping)(ping)價載體(ti)缺失、評(ping)(ping)(ping)價工(gong)作(zuo)(zuo)急需(xu)跟進(jin)等問題,已具有較好的(de)實(shi)踐基礎。
開(kai)展企(qi)業(ye)(ye)(ye)(ye)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)評價(jia)(jia)(jia)(jia),其主(zhu)(zhu)要(yao)意義(yi)包(bao)括:一是(shi)有(you)利(li)(li)于(yu)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)培養。評價(jia)(jia)(jia)(jia)對加強(qiang)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)伍(wu)建設具有(you)導向作用,通(tong)過評價(jia)(jia)(jia)(jia),可(ke)以引導加強(qiang)企(qi)業(ye)(ye)(ye)(ye)職工職業(ye)(ye)(ye)(ye)技(ji)能培訓(xun),發展技(ji)工教育,促進高質量(liang)就業(ye)(ye)(ye)(ye),推(tui)動(dong)產業(ye)(ye)(ye)(ye)轉型升級(ji)。二是(shi)有(you)利(li)(li)于(yu)建立技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)成(cheng)長體系。通(tong)過評價(jia)(jia)(jia)(jia),暢通(tong)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)成(cheng)長通(tong)道,加強(qiang)人(ren)(ren)(ren)(ren)(ren)才(cai)激(ji)勵(li)(li),提高人(ren)(ren)(ren)(ren)(ren)才(cai)待遇和地位,形(xing)成(cheng)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)渴望成(cheng)才(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)努力成(cheng)才(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)皆可(ke)成(cheng)才(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)盡(jin)展其才(cai)的良好局面。三是(shi)有(you)利(li)(li)于(yu)推(tui)動(dong)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)評價(jia)(jia)(jia)(jia)改革。人(ren)(ren)(ren)(ren)(ren)才(cai)評價(jia)(jia)(jia)(jia)改革的重點(dian)是(shi),促進評價(jia)(jia)(jia)(jia)與使(shi)用結(jie)合(he),推(tui)動(dong)企(qi)校(xiao)合(he)作、產教融合(he)。同(tong)時(shi),受(shou)新冠肺炎疫情等影響(xiang),大規模的公(gong)共活動(dong)受(shou)到一定(ding)程(cheng)度的限制(zhi),鼓(gu)勵(li)(li)企(qi)業(ye)(ye)(ye)(ye)自主(zhu)(zhu)開(kai)展技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)評價(jia)(jia)(jia)(jia)活動(dong),改變技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)的評價(jia)(jia)(jia)(jia)模式,也勢(shi)在必(bi)行。
問:《通知(zhi)》有哪些政策突(tu)破(po)或政策亮點(dian)?
答:《通知》最大的亮(liang)點就(jiu)是“自(zi)主(zhu)”。《通知》比較系統地明(ming)確(que)了(le)企業在開(kai)展(zhan)(zhan)技能(neng)人才評價工(gong)作中的自(zi)主(zhu)權(quan),包(bao)括自(zi)主(zhu)確(que)定評價范圍、自(zi)主(zhu)設置職(zhi)業技能(neng)等級、依托企業開(kai)發(fa)評價標準規范、自(zi)主(zhu)運(yun)用評價方法、開(kai)展(zhan)(zhan)職(zhi)業技能(neng)競賽評價、貫通企業技能(neng)人才職(zhi)業發(fa)展(zhan)(zhan)等。
一是企業自主確定評價職業(工種)范圍(wei)。企業(ye)(ye)(ye)可結(jie)合(he)生產(chan)經(jing)營(ying)主業(ye)(ye)(ye),依據國家職(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)和新(xin)發布(bu)的(de)職(zhi)業(ye)(ye)(ye)(工(gong)(gong)(gong)(gong)種),自主確(que)定評價職(zhi)業(ye)(ye)(ye)(工(gong)(gong)(gong)(gong)種)范圍(wei)。對職(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)未列入(ru)(ru)但(dan)企業(ye)(ye)(ye)生產(chan)經(jing)營(ying)中實(shi)際存在(zai)的(de)技能崗(gang)位,可按照相(xiang)鄰相(xiang)近(jin)原則對應到職(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)內職(zhi)業(ye)(ye)(ye)(工(gong)(gong)(gong)(gong)種)實(shi)施評價。支持企業(ye)(ye)(ye)參與新(xin)職(zhi)業(ye)(ye)(ye)開發工(gong)(gong)(gong)(gong)作(zuo),推動較為(wei)成熟(shu)的(de)技能崗(gang)位納入(ru)(ru)國家職(zhi)業(ye)(ye)(ye)分類體(ti)系(xi)。如石化企業(ye)(ye)(ye)將未列入(ru)(ru)職(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)的(de)“鉆(zhan)(zhan)井(jing)地質(zhi)工(gong)(gong)(gong)(gong)”,按大(da)典(dian)(dian)中的(de)“鉆(zhan)(zhan)井(jing)工(gong)(gong)(gong)(gong)”職(zhi)業(ye)(ye)(ye),結(jie)合(he)實(shi)際崗(gang)位要求(qiu),對職(zhi)工(gong)(gong)(gong)(gong)開展技能評價。有些(xie)企業(ye)(ye)(ye)參與了新(xin)職(zhi)業(ye)(ye)(ye)征集工(gong)(gong)(gong)(gong)作(zuo),將“裝配式建筑施工(gong)(gong)(gong)(gong)員”申(shen)報確(que)認為(wei)新(xin)職(zhi)業(ye)(ye)(ye),為(wei)新(xin)技能崗(gang)位職(zhi)工(gong)(gong)(gong)(gong)提供了評價基(ji)礎(chu)。
二是自(zi)主設(she)置職業技能等級。企(qi)業(ye)(ye)(ye)可(ke)(ke)以(yi)國家(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)(neng)標準(zhun)設置的(de)五級(ji)(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)(ji)工(gong))、四級(ji)(ji)(ji)(ji)(ji)(中(zhong)級(ji)(ji)(ji)(ji)(ji)工(gong))、三級(ji)(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)(ji)工(gong))、二級(ji)(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)師(shi)(shi))和一(yi)級(ji)(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi))為基礎(chu),自(zi)主(zhu)設置職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)(neng)崗(gang)位(wei)等級(ji)(ji)(ji)(ji)(ji),形成(cheng)具有自(zi)身特色的(de)評(ping)價等級(ji)(ji)(ji)(ji)(ji)結構,建(jian)立技(ji)(ji)(ji)(ji)能(neng)(neng)人才成(cheng)長(chang)通道。企(qi)業(ye)(ye)(ye)可(ke)(ke)設置學徒工(gong)、特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)、首席技(ji)(ji)(ji)(ji)師(shi)(shi)等崗(gang)位(wei)等級(ji)(ji)(ji)(ji)(ji),并明確其(qi)與國家(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)(neng)標準(zhun)相(xiang)應(ying)技(ji)(ji)(ji)(ji)能(neng)(neng)等級(ji)(ji)(ji)(ji)(ji)之間的(de)對應(ying)關系(xi)。比如(ru),有的(de)企(qi)業(ye)(ye)(ye)在(zai)高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)之上設置了(le)特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)、首席技(ji)(ji)(ji)(ji)師(shi)(shi)等崗(gang)位(wei),與國家(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)(neng)標準(zhun)中(zhong)的(de)高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)相(xiang)對應(ying),享受政府(fu)人才政策。企(qi)業(ye)(ye)(ye)還可(ke)(ke)在(zai)技(ji)(ji)(ji)(ji)能(neng)(neng)等級(ji)(ji)(ji)(ji)(ji)內細分層級(ji)(ji)(ji)(ji)(ji),以(yi)“技(ji)(ji)(ji)(ji)師(shi)(shi)”為例,有的(de)企(qi)業(ye)(ye)(ye)將其(qi)分為一(yi)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)、二級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)等。
三是自(zi)主(zhu)開發評價標(biao)準規范。適(shi)應(ying)(ying)產(chan)業(ye)發(fa)展和(he)技(ji)(ji)(ji)術(shu)變革需求(qiu),發(fa)揮(hui)企(qi)(qi)(qi)(qi)業(ye)技(ji)(ji)(ji)術(shu)優勢開(kai)(kai)發(fa)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)或評(ping)價(jia)規(gui)(gui)(gui)范,建立(li)科學合理、符(fu)合生(sheng)產(chan)實(shi)際的評(ping)價(jia)標(biao)準(zhun)(zhun)體(ti)系(xi)。企(qi)(qi)(qi)(qi)業(ye)可(ke)根據(ju)相應(ying)(ying)的國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun),結合企(qi)(qi)(qi)(qi)業(ye)工種(崗位)特殊要(yao)求(qiu),對職(zhi)(zhi)業(ye)功能(neng)(neng)(neng)、工作內容(rong)、技(ji)(ji)(ji)能(neng)(neng)(neng)要(yao)求(qiu)和(he)申報(bao)條件等進(jin)行適(shi)當調整,原則上不低于國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)要(yao)求(qiu)。無相應(ying)(ying)國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)的,企(qi)(qi)(qi)(qi)業(ye)可(ke)參照(zhao)《國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)編(bian)制技(ji)(ji)(ji)術(shu)規(gui)(gui)(gui)程(cheng)》,自主開(kai)(kai)發(fa)制定企(qi)(qi)(qi)(qi)業(ye)評(ping)價(jia)規(gui)(gui)(gui)范。支持(chi)較(jiao)為成熟(shu)和(he)影響較(jiao)大的企(qi)(qi)(qi)(qi)業(ye)評(ping)價(jia)規(gui)(gui)(gui)范,按程(cheng)序申報(bao)國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)。如有(you)的平臺企(qi)(qi)(qi)(qi)業(ye)參照(zhao)《國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)編(bian)制技(ji)(ji)(ji)術(shu)規(gui)(gui)(gui)程(cheng)(2018年版)》開(kai)(kai)發(fa)了(le)“網約配送員”“互聯網營銷(xiao)師”等企(qi)(qi)(qi)(qi)業(ye)評(ping)價(jia)規(gui)(gui)(gui)范,據(ju)此(ci)對職(zhi)(zhi)工開(kai)(kai)展技(ji)(ji)(ji)能(neng)(neng)(neng)評(ping)價(jia)。
四是(shi)自(zi)主運用評價方法。建立以(yi)職(zhi)業能力(li)為(wei)導(dao)向(xiang)、以(yi)工(gong)(gong)(gong)作(zuo)業績為(wei)重點(dian)、注(zhu)重工(gong)(gong)(gong)匠精神和(he)職(zhi)業道(dao)德(de)養成的技(ji)(ji)能人(ren)才(cai)評價(jia)(jia)體系。堅持把品德(de)作(zuo)為(wei)評價(jia)(jia)的首(shou)要內容,重點(dian)考(kao)(kao)(kao)(kao)察(cha)勞(lao)動(dong)者(zhe)執(zhi)行操作(zuo)規(gui)程(cheng)、進行安全生(sheng)產(chan)、解決生(sheng)產(chan)問(wen)題和(he)完成工(gong)(gong)(gong)作(zuo)任務的能力(li),并注(zhu)重考(kao)(kao)(kao)(kao)核(he)崗位工(gong)(gong)(gong)作(zuo)績效,強(qiang)化(hua)生(sheng)產(chan)服務結果(guo)、創新成果(guo)和(he)實(shi)際貢獻。要把技(ji)(ji)能人(ren)才(cai)評價(jia)(jia)工(gong)(gong)(gong)作(zuo)融入日常生(sheng)產(chan)經營活動(dong)過(guo)(guo)程(cheng)中,靈活運(yun)用(yong)(yong)過(guo)(guo)程(cheng)化(hua)考(kao)(kao)(kao)(kao)核(he)、模塊化(hua)考(kao)(kao)(kao)(kao)核(he)和(he)業績評審(shen)、直接(jie)認(ren)定(ding)等(deng)多種方(fang)(fang)式。探(tan)索利用(yong)(yong)現代信(xin)息技(ji)(ji)術,創新技(ji)(ji)能評價(jia)(jia)方(fang)(fang)式。目前,各(ge)地在(zai)實(shi)施企業技(ji)(ji)能人(ren)才(cai)自主評價(jia)(jia)時(shi),除傳(chuan)統的理論知識+技(ji)(ji)能操作(zuo)考(kao)(kao)(kao)(kao)核(he)方(fang)(fang)式外,鼓勵支持企業以(yi)業績評定(ding)、現場作(zuo)業評定(ding)等(deng)方(fang)(fang)式進行技(ji)(ji)能水平認(ren)定(ding)。
五(wu)是開(kai)展職業技能競賽評價(jia)。發(fa)揮以(yi)賽(sai)促(cu)訓、以(yi)賽(sai)促(cu)評(ping)作(zuo)用,將職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽(sai)作(zuo)為(wei)技(ji)(ji)能(neng)(neng)人(ren)才評(ping)價(jia)的重要(yao)方式之一(yi),促(cu)進評(ping)價(jia)工作(zuo)公開公平(ping)公正(zheng)。鼓(gu)勵(li)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)按照國家(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準和行業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)規(gui)范(fan)要(yao)求,大力開展職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽(sai)、崗(gang)位練兵、技(ji)(ji)術比武等(deng)活動,并將競(jing)賽(sai)結果與職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)認(ren)定(ding)相銜(xian)接。支持企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)工參加各級(ji)(ji)(ji)各類(lei)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽(sai),對在(zai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽(sai)中(zhong)取(qu)得優異成績的人(ren)員,可(ke)按規(gui)定(ding)晉升(sheng)相應職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)。比如,對國家(jia)(jia)級(ji)(ji)(ji)一(yi)類(lei)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽(sai)各職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工種)決賽(sai)單人(ren)賽(sai)項獲(huo)前(qian)5名(ming)、雙(shuang)人(ren)賽(sai)項獲(huo)前(qian)3名(ming)、三(san)人(ren)賽(sai)項獲(huo)前(qian)2名(ming)的選手,可(ke)直接晉升(sheng)技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資格或(huo)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji),已具有技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資格或(huo)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)的,可(ke)晉升(sheng)高級(ji)(ji)(ji)技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資格或(huo)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)。
六是貫(guan)通企業技能人才職(zhi)業發展(zhan)。適應人(ren)才(cai)(cai)融(rong)合發(fa)(fa)展(zhan)趨勢,建立職(zhi)業(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級認定與(yu)(yu)專(zhuan)業(ye)技(ji)(ji)術職(zhi)稱(cheng)評(ping)審貫通(tong)(tong)機制(zhi),破除身份、學(xue)歷(li)、資歷(li)等障(zhang)礙,搭建企業(ye)人(ren)才(cai)(cai)成長立交橋。落實(shi)(shi)在工(gong)(gong)程技(ji)(ji)術領域(yu)實(shi)(shi)現(xian)高(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)才(cai)(cai)與(yu)(yu)工(gong)(gong)程技(ji)(ji)術人(ren)才(cai)(cai)職(zhi)業(ye)發(fa)(fa)展(zhan)貫通(tong)(tong)的意見(jian)要求(qiu),逐步擴大貫通(tong)(tong)領域(yu),能(neng)(neng)(neng)(neng)擴盡擴,能(neng)(neng)(neng)(neng)融(rong)盡融(rong)。目前,部分(fen)地(di)區根據實(shi)(shi)際情況制(zhi)定工(gong)(gong)程技(ji)(ji)術領域(yu)高(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)才(cai)(cai)職(zhi)業(ye)(工(gong)(gong)種)與(yu)(yu)專(zhuan)業(ye)技(ji)(ji)術人(ren)才(cai)(cai)職(zhi)稱(cheng)專(zhuan)業(ye)對應參(can)考目錄,推動工(gong)(gong)程技(ji)(ji)術領域(yu)實(shi)(shi)現(xian)高(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)才(cai)(cai)與(yu)(yu)工(gong)(gong)程技(ji)(ji)術人(ren)才(cai)(cai)職(zhi)業(ye)發(fa)(fa)展(zhan)貫通(tong)(tong),促進兩(liang)類人(ren)才(cai)(cai)深度融(rong)合。
為支持企(qi)(qi)業(ye)(ye)(ye)(ye)開展(zhan)自(zi)主評(ping)(ping)價(jia)工(gong)作(zuo),《通(tong)知》還提出,加強(qiang)企(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價(jia)基礎能力建(jian)設,發揮已有職業(ye)(ye)(ye)(ye)技能鑒定技術(shu)優勢(shi)和組織(zhi)優勢(shi),依(yi)托(tuo)設在(zai)企(qi)(qi)業(ye)(ye)(ye)(ye)的職業(ye)(ye)(ye)(ye)技能鑒定所(suo)站、高技能人(ren)才培(pei)訓基地和技能大(da)師工(gong)作(zuo)室等(deng)組織(zhi)開展(zhan)評(ping)(ping)價(jia)工(gong)作(zuo)。鼓勵(li)備案企(qi)(qi)業(ye)(ye)(ye)(ye)申請為社會(hui)培(pei)訓評(ping)(ping)價(jia)組織(zhi),為其它(ta)中小企(qi)(qi)業(ye)(ye)(ye)(ye)和社會(hui)人(ren)員提供人(ren)才評(ping)(ping)價(jia)服務。深化(hua)產教融(rong)合(he)、企(qi)(qi)校(xiao)合(he)作(zuo),支持企(qi)(qi)業(ye)(ye)(ye)(ye)為院校(xiao)學生提供人(ren)才評(ping)(ping)價(jia)服務,引(yin)導院校(xiao)科(ke)學合(he)理設置專業(ye)(ye)(ye)(ye)和課(ke)程。
問:如何組織實施?
答:一是加強組織領導。要牢(lao)固樹立為企業(ye)(ye)服(fu)務(wu)的意識,支(zhi)持企業(ye)(ye)開展(zhan)(zhan)技能人(ren)才評價(jia)。健全工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機制,完善工(gong)(gong)(gong)作(zuo)(zuo)(zuo)規程,指導(dao)企業(ye)(ye)制定工(gong)(gong)(gong)作(zuo)(zuo)(zuo)方(fang)案(an),優化(hua)服(fu)務(wu)流程,簡化(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)程序(xu),采取(qu)上門(men)服(fu)務(wu)、現場集中辦理、網上申報、告知承諾、網絡核驗等(deng)方(fang)式,積極做好評價(jia)備(bei)案(an)服(fu)務(wu)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。加快工(gong)(gong)(gong)作(zuo)(zuo)(zuo)進(jin)(jin)度,定期調(diao)度工(gong)(gong)(gong)作(zuo)(zuo)(zuo)進(jin)(jin)展(zhan)(zhan)情況,及時研究解決工(gong)(gong)(gong)作(zuo)(zuo)(zuo)中出現的新(xin)情況新(xin)問題(ti)。
二是強化(hua)質(zhi)量督導。按照屬地(di)原則,加(jia)(jia)強對本地(di)區(qu)企業技能(neng)人(ren)才評價工作質量督(du)導,建立(li)評價質量信用(yong)評估(gu)機(ji)制(zhi),動態公(gong)(gong)布(bu)評估(gu)結果。建立(li)信息(xi)互通(tong)、結果互認機(ji)制(zhi),企業所在地(di)人(ren)力資源社(she)會保障部門要加(jia)(jia)強與企業子公(gong)(gong)司所在地(di)人(ren)力資源社(she)會保障部門的溝通(tong)銜接。
三是做好服務保(bao)障。人(ren)(ren)(ren)(ren)力(li)資(zi)(zi)源社(she)會(hui)保障部(bu)門要(yao)(yao)加強信(xin)息(xi)化建設,向(xiang)社(she)會(hui)提供證(zheng)書(shu)信(xin)息(xi)查詢服(fu)務(wu)。企業按(an)(an)規定頒發的(de)職業技能(neng)等(deng)級(ji)證(zheng)書(shu),納入各級(ji)人(ren)(ren)(ren)(ren)力(li)資(zi)(zi)源社(she)會(hui)保障部(bu)門建設的(de)證(zheng)書(shu)查詢系統,向(xiang)社(she)會(hui)公開。人(ren)(ren)(ren)(ren)力(li)資(zi)(zi)源社(she)會(hui)保障部(bu)門要(yao)(yao)將取(qu)得職業技能(neng)等(deng)級(ji)證(zheng)書(shu)的(de)人(ren)(ren)(ren)(ren)員(yuan)納入人(ren)(ren)(ren)(ren)才(cai)(cai)統計范圍,并按(an)(an)規定落實相應(ying)人(ren)(ren)(ren)(ren)才(cai)(cai)政(zheng)策(ce)。大力(li)宣傳企業技能(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價工作的(de)重要(yao)(yao)意義(yi)、主要(yao)(yao)舉措和經驗成(cheng)(cheng)效,營造關心、支持技能(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價制度改革和技能(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)成(cheng)(cheng)長成(cheng)(cheng)才(cai)(cai)的(de)良好社(she)會(hui)氛圍。
